Curriculum Vitae: Daniel B. Rathbone, P.h.D., P.E.

Dr. Rathbone holds a Ph.D. degree in transportation planning and traffic engineering from Texas A&M University (1979), an M.S. in transportation planning and traffic engineering from Ohio State University (1975), and a B.Sc., B.Eng. (civil engineering) from the University of Stellenbosch, South Africa (1972). He has 21 years of experience as a consultant in traffic engineering, transportation planning, and transit projects and was associate professor of Urban Systems Engineering for seven years at George Mason University, Fairfax VA, before leaving to pursue consulting opportunities.

Dr. Rathbone is principal author of more than 70 technical reports and papers. In 1999 he completed two reports: "Moveable Barrier Assisted Traffic Management To Mitigate Congested Highways, Bridges and Tunnels" and "Mitigation of Construction-Related Congestion Through the Use of Moveable Barrier Technology" that have been adopted by the Federal Highway Administration in the U.S. in fulfillment of a requirement in the Transportation Equity Act for the 21st Century (TEA-21). Over the past seven years he has completed as project manager projects that investigated the feasibility of the application of moveable barrier technology at locations in the U.S. He also introduced the concept of "Dynamic Capacity" in the U.S. and was the first to recommend the use of the moveable barrier concept for a contraflow HOV lane application. This project is presently operating extremely successfully in Dallas, TX.

He has recently also managed projects on traffic safety, computer supported cooperative work, regional mobility, bus service planning, light rail planning, HOV lanes, park and ride, and telecommuting.

Dr. Rathbone is the founder, editor, and publisher of The Urban Transportation Monitor, a bi-weekly publication with subscribers in 27 countries worldwide. He was also editor of Mobility Time. Mobility Time was published by the National Center for Regional Mobility and financed by the Federal Transit Administration. It was distributed to 8,500 transportation professionals. Dr. Rathbone has also been invited to review scholarly papers in The Annals of Regional Science, the Journal of Computing in Civil Engineering, and for the Transportation Research Board Annual Meeting.

A registered Professional Engineer in the State of Texas and South Africa, Dr. Rathbone is a member of the Institute of Transportation Engineers, the American Society of Civil Engineers and an Individual Associate of the Transportation Research Board. He has chaired and served on numerous transportation-related committees of the Institute of Transportation Engineers and the Transportation Research Board. Presently he is a member of the American Society of Civil Engineers' Committee on Urban Transportation Economics and Policy and a member of the Transportation Research Board's committee on Telecommunications and Travel Behavior.

At present Dr. Rathbone is president of the consulting firm DBR & Associates and president of Lawley Publications, publishers of The Urban Transportation Monitor and Consultant Advantage.
