About DBR & Associates
The firm was founded by Daniel B. Rathbone, Ph.D., P.E. in 1988. Dr. Rathbone brings to the firm a wide range of project experience. He is principal author of more than 70 technical reports and papers. In 1999, the Federal Highway Administration adopted two reports authored by Dr. Rathbone in fulfillment of a requirement in the Transportation Equity Act for the 21st Century (TEA-21). The reports are entitled "Moveable Barrier Assisted Traffic Management To Mitigate Congested Highways, Bridges and Tunnels" and "Mitigation of Construction-Related Congestion Through the Use of Moveable Barrier Technology." Over the past seven years Dr. Rathbone has completed as project manager projects that investigated the feasibility of the application of moveable barrier technology at locations throughout the U.S. He also introduced the concept of "Dynamic Capacity" in the U.S. and was the first to recommend the use of the moveable barrier concept for a contraflow HOV lane application. This project is presently operating extremely successfully in Dallas, TX.
